freq-mod 28f14e241e Change misleading name 
PC-9801-86 is Ym2608 without ADPCM + stereo DAC, allowing up to 8ch PCM. That isn't what is done here. Idle Japan's speak board (or PC-9801-73?) is a pure YM2608 with ADPCM intact.
